How should you use the rel=canonical?

When permanently redirecting 301 a large number of domains to 1 domain does Google flag this as suspicious? What considerations does Google look at? For the purposes of this question let’s assume this is a consolidation move.
I think this is a question for every one who has more domains and would like to avoid duplicate content. Here is the answer from Matt Cutts , Software energineer Google.

as long just friends see the locations from other friends and both friends agree in this service, that fine but critic say that Google Latitude could in theory be abused by employers, suspicious partners or even paedophiles and who knows if not sooner or later some government supervisions will demand google to get this dates.
